Application for cancellation of cost

a civil court has put a cost of 5000..can you plzzzz tell me how 2 make an application for the cancelltaion or withdrawal of cost..

application format ?????

For cancellation of cost, you have to show your inabiity proves. That is poverty/low income certificate etc.
