Blood bank in residential flat without permission of society

Myshelf is staying in one the the Residential Society in Mumbai from last 30 years. One of the tenant is MBBS doctor & ha was doing general practice in one of his room. After certain years, he created a trust & made the Blood bank in his flat ( with out any permission from Society). Also, now he is paying commerical charges for the flat also inspite of our rejection in providing the NOC for change of user. Can we stop such actvity from legal point of view considering such work is charity to human. Where we shall make objections, whom shall we write for such act?
