Can a girl lodge new complaint in some other city

If a girl lodged a dowry and harrasment related complaint in a city A.. Police did its enquiry and didn't find anything concrete and they said that the complaint is baseless and they closed the complaint

Now can a girl lodge a fresh complaint in some other city ?

Not at all, if it is done it is abuse of process.

Yes she can LODGE IT, but it will not sustain if same facts are revealed there. O'wise it has to be seen what story has she twisted to fulfil jurisdiction requirement of that city?

If the city comes under jurisdiction, then can a new complaint of similar nature be lodged ?

Also can we use the reference of old complaint and ask the police station to close this complaint as a complaint of similar nature has been lodged in other city also ?

A typical example would have helped.  Let's say she made a complaint in a city where she had her marital home.  The police either did not act on her complaint or they tried to reconcile the situation or the boy's side was too influential.   Let's say she now moved to her parents place.  She can definitely lodge a complaint in the city where her parents (hence she) live and ask them to  file an FIR.  The police will have to investigate irrespective whether another complaint was filed or not.
