Yes, you can run a pre-scholl from a commercial building, the municipalities laws are to be complied of  before opening a play school in both resiential and commercial properties. rules and licensing accroding to the state laws are mandatory, licensing under shop and establishment act are required for few limited states, compliances under the Private School Acts of your state and various permissions from Tahsildar and muncipal corporation of the area are needed to establish a pre-school in any location. You have to go through various inspection such as ability of the land or building for the purpose of running a school, safety inspections including fire and electricity, proper sanitation and required infrastructure is needed to meet the basic needs of a school, terms have to be settled in the rent agreement with the owner of the building for running the space as a pre-school.  The basic and most important requirement is children security when they are away from parents with you. Its the responsibility of pre-school owner to have a well planned building. In many cities holding a pre-school in residential areas is ban because of various local municipal laws, but it is mostly preferred by the parents as the safety of the child is a bigger concern. a NOC is also necessary from other commercial units established in the same building and one needs to abide by the labour laws and licensing if you have more than 20 employess working in the school.
