The presdiing cannot refuse to record the relevant answers given in continuation by the witness after giving answer to the questions raised
The lawyer of the witness side can object to the presiding officer's refusal to note down the further explanation given by the witness which is relevant to the question asked.

I think during cross examination witness can explain his answer but that should be relevant and it depends on the facts and it also depends on the Presiding officer that how much he will record the explanation of the answer.
