Can anyone file case or pil in court on behalf of someone

Guys my question may sound stupid, I am not sure exactly how to express my question best here.

Question is , Can anyone fiile any type of legal case or PIL on behlaf of someone (without letting him being aware) against someone else. 

Like for e.g suppose there are two buildings A and B in each building approximately 30 flats each. There is property dispute between two building regd a piece of land common between two buildings. Now supose in building A there is member named "ABC"  who stays in his flat on rare ocassion. Then can management committee of building A can file any type of CASE regd Land dispute against building B on behalf of member named "ABC" without letting him(ABC) aware of it. I mean case filed by ABC regd property dispute in such a way that name of petitioner mentioned ABC but address given as Society's Office so that every legal documents will be communicated with Society's office and ABC would not be aware of any such type of circumstances.

Is this type of incident possible ??? or it is quiet impossible.
