Can police catch the vehicles in road and having authority to raise fine

The traffic and other police are meant to enforce law and impose fines. If you have some other problem, show the fine receipt to a local advocate and fight against police and the efforts may end in futility.

1. IF the Police do not have the authority to stop /seize /fine on any vehicle, THEN who else has this authority .... certainly not you or anybody else.
