You can file complaint before the District Consumer Forum having jurisdiction for deficiency of service. But the problem would be evidence and witnesses. You send them a legal notice preferably through a lawyer. Subway is a reputed organisation. They may not like adverse publicity affecting their business. They may try to settle the matter out of court. On the other hand if they decide to fight it out, they can go even up to the Supreme Court. You cannot afford that.

I have pictures and videos of the food item with the cockroach in it.
I even have emails from Subway employees, apologizing for the incident.
