Cell phone tower

Dear Experts,

My friends's neighbour has installed a huge cell phone tower above ground with big transformers. His and general public feelings in that locality are that magnetic rays, etc. emanating from the cell phone  is affecting his family members health including children.  Since he is the  immediate neighbour, he experiences quite often that the the signals of cell phone towers are interfering with electronic gadgets including mobile phones. Schools and colleges are with close proximity. 

My questions are:

(1) whether Cell Phone Towers can be installed in the residential area where schools and colleges are with close proximity of such cell phone towers?

(2) what is the permissible voltage of transformers and the size of the towers are allowed to be installed  in the residential areas?

(3)  Is there any prescribed gap (space) between the tower and the dwelling units around the area?

(3) What is the guideline for the installation of such cell phone towers?

Experts advise is solicited.
