There is enough time, and your friend IAS aspirant can get things straightened out on his own, as he ought to have made such plans while going for gazette notifications. Verification may take place after the interview and selection and this may not be a problem at that level in future as he can get it cleared by that time.

The Gazette Notification itself is sufficient for the purpose. To my knowledge, names in certificates are never changed/corrected in such context. UPSC takes a liberal view of such situations.

In case of any incorrect information been provided, the person must take an action and report the matter to the concerned authorities at the earliest. In this case, there shall not be a problem by providing the required proofs.
