Cmda building approval & institutional zone

Dear Experts, We jointly (9 heirs) having a ancestral divided property of around 2 grounds land with 60 years old Dwelling house in Tambaram, Chennai in our peace position and enjoyment. Now the building is too strength less, due to this we decided to demolish the old building and proposed to construct a new building (Flats for 9 Heirs). For that we approached the Local Municipality to obtain the Building approval, for that the authority informed us that “Your area whole survey number was earmarked in CMA- Master Plan 2 as “Institution Zone”, and from the year 2012 we never gave any kind of approvals to construct buildings in that particular survey number”. But we never know this matter and the Honble Govt. was not at all noticed us or inform us, without our knowledge they done this matter.

In that particular whole survey number, 80% extent was covered by 3 different Institutions and balance 20% of extent was covered by various residential owners.

Now, I need a correct channel to approach and obtain the building approval and is there is any possibilities and chances to get the solution and relaxation from the Government. Kindly suggest and share your valuable ideas to resolve the issue.
