Can buy land if the land survey number does not available in govt portal guidance value page

Dear Sir/Madam,

The land survey number does not available in the area Sub Register office guidance value list and Tamil nadu registration portal guidance value page list. 
But the land seller have patta and old register documents for the survey number and bought from previous seller of the same sub register office.

My document writer  told me as you first pay token amount in register office then register will forward the request to DRO office and DCs office. Then the guidanvce value will update in register office and portal after that you can buy the land.

 My doubt is if the seller already buy the land from the same sub register office mean why the land survey number not come under guidance value list.
Kindly advise this is right process to buy the land .

This is regarding purchase of immovable property hence better consult an experienced lawyer in the local and proceed as suggested.

If the survey number is not in the government portal and the SRO guidance value is not met, the subregistrar admits the sale deed is pending and refers to the SDO/RDO/Revenue authority. The Sub Registrar will refuse the document if they do not approve it. You will lose the stamp duty and registration fees. Not advisable to purchase the property.  Don't believe the document writer's words.

A local prudent lawyer can be helpful to verify records to ensure whether the transaction to be proceeded or not.
