compromise court decree- Tamilnadu

We made partition of land property through compromise court decree in the year 1989. The same was registered with registration department by paying Rs 1360(the total suit value Rs 1, 36, 000) No Stamp duty was not paid.There were 5 schedules.
I noticed an error after about 20 years in my A-schedule.(236/3 instead of 236/4) It took about 10 years to get copy of amendment court decree on 03/11/2018
I approached registration department for registration .The registrar demands Orally Rs 25000 as stamp duty and Rs 4000 as registration fee for each schedule.

The court decree document is not a partition document.In such a case, (a)Can he demand stamp duty for court decree? (b)Can he demand registration fee for property value instead of suit value? (c)What is the limitation period for registration? with fine and without fine?(d)
Is it compulsory to register amendment court decree? please clarify at the earliest as time is nearing.
