Rule of Law

Concept of Rule of Law is an incidence of constitutionalism. It is an antithesis of arbitrariness. Every where it is identified with the liberty of the individual.

The term 'Rule of Law' is derived from the French phrase "la Principle de legalite" (the principle of legality) which refers to a government based on Principle of Law and not of men. In this sense the concept of "la Principle de legalite" was opposed to arbitrary powers.

Aristotle said more than two thousand years ago, "The rule of law is better than that of any individual." Lord Chief Justice Coke quoting Bracton said in the case of Proclamations (1610) 77 ER 1352 "The King himself ought not to be subject to man, but subject to God and the law, because the law makes him King".

three things come to my mind when i hear the term Rule of Law  which are Supremacy of Law, Equality before Law and Predominance of Legal Spirit as propounded by Dicey. But anyway Dicey only dreamed about rule of law and it was prevalent in France way back which he realized later in his last days.
