Nri getting a power of attorney registered in india

I am NRI in USA.  I co-own property in India with my brother in law, who is also NRI in USA.  I inherited through my deceased husband, his brother.  We want to sell when my brother in law goes to visit India in a few months.  I made a power of attorney in his name, signed notarized and attested at the Indian Consulate.  To get it registered in India, does he have to go in person to the registrar when he goes to India? Or can we get it registered ahead of time through an agent? Also, is brother in law a close relative so that registration of the POA is not necessary?

If Noterised and attested by Indian ambessy or consulate, then you can send it to India and an agent can register it at local SRO office before GPA holder visits India.
