Corruption in flat owners association

We have been living in a bldg with 10 other flat owners. This was an old bldg ( over 50 yrs) and everyone was cooperating with one another . There was no registered society - only a owners association.Now some members have sold their flats to other members and they are creating trouble. Occupying all parking spots, manipulating water supply , extending their flats , running workshops and schools fromt their flats etc. The secretary of the association is also on the side of the offenders.  What legal action can we take to restore enjoyment of common amenities ? Should we go to High court to get a stay order ? Can we get the association registered with Registrar of Hsg Societies ? Will the registrar manage the association ? Please help - this is for elderly people in mumbai.

First get the society registered than all these problems can be attended.

The majority of the members do not want registration. Can they be forced to register with an order from the High Court ? What other legal remedies are there for quick action ? Can we get a stay order ?
