Defects in Flat

Hi,I have taken a flat in hyderhskote in 2006 and it was delivered to me in july 2008.I have given the flat to rent in july 2008 and after 2 months they noticed water leaking from the beams slowly.I have informed the builder in oral many times but there was no response. Now the problem has become big and it spread a lot.The builder has asked us to do the work and he will pay the money.we have done the work by our money but still the flat is leaking.when i approach the builder he just neglects it saying i will see.

Can you please advise the best way i can proceed with the issue.?
