Vehicles parked inside society compound and blocking the second gate

I have fighting a letter battle with a cooperative housing society based in Mumbai 400095 Malad Malwani area.

Background: Chairman os the society has parked his own 4 wheeler in front of the second gate causing disruptions for any mishap or Fire incident

They have justified this parking to be legal by providing me with a resolution passed in the AGM of 2012.

I objected to this and said that this parked vehicle blocking the gate is illegal as this breaches NATIONAL BUILDING CODE, BMC/MCGM, MAHARASHTRA FIRE AND LIFE PREVENTIONS ACT 2006

They pay no heed and have stopped replying back to my letters and continue to park his vehicle in same fashion blocking the gate

I then started parking my 2 wheeler outside my 4 wheeler stilt car park, please note I had applied for a 2 wheeler parking and they have rejected this saying no space (despite having space)

They started applying Fine charges to me at 50 Rs per day for 2 wheeler

I then said the same parking fine charges be applied to Chairmans vehicle at the rate of 100 rs per day

Managing Committee has not applied any charge to Chairmans vehicle as they say he is paying 1000 Rs per month as parking chg.

This building is constructed on MHADA land and we pay lease charge to MHADA each quarter

Building comes under the jurisdiction of P NORTH WARD of MCGM

Where should I approach now so that no vehicles get parked in front of the gate and this DICTATORSHIP ruled society gets free from such corrupt office bearers

You have the options to 1. Give a complaint against him before deputy registrar of cooperative society 

2. You can give a complaint to the local civic body.

3. You can take direct legal action by first issuing a legal notice through lawyer demanding him to remove his car which is obstructing easement rights of other members of the association as well as causing nuisance and hazard 

Failing which you can file a suit for permanent injunction against him to restrain him from parking his vehicle in the unauthorised place hindering movements of all members and causing nuisance to everyone
