Dear Querist,

 

No, exam forms can’t be considered as an invitation to offer. An invitation to offer basically refers to an indication of a person’s willingness to negotiate a contract. Here, when it comes to exams, be it competitive or regular there is no such offer. In an exam, selection is purely based on merit and knowledge of a person and not on any offer or acceptance.

you are right but my question is
if a institute release its examination form/application does it is invitation to offer as the candidate fill it and submit it to the institute it will be a offer
am i right???
