Duties of principle employer

Dear All,

One of the reputed cold storage company in MIDC TURBE has discontinued contract of security guards from the contractor in the month Jan 2014. The contractor is didnt paid the salary to the security guards for the month Jan 2014. So the principle employer didnt paid the cheque to contractor of jan 2013. Is there any act that principle employer can pay the salary to security guards who worked for contractor in Jan 2013.

please help me in this case and i can help the poor security guards

see section 21 (4) of contract labour (R&A) Act, very clear on the point-

4) In case the contractor fails to make payment of wages within the prescribed period or makes short payment, then the principal employer shall be liable to make payment of wages in full or the unpaid balance due, as the case may be, to the contract labour employed by the contractor and recover the amount so paid from the contractor either by deduction from any amount payable to the contractor under any contract or as a debt payable by the contractor.

The states have enacted laws for security guards.
