Excise Duty reduced by 2%

Sir,

Please give your kind opinion on purchase of raw material form indian market for maufacturing the mobile phone. for same we have apply to excise dept. IGCR for same.we have give the bond & BG to dept. My question is that on what value should give the BG to dept. On bond value or purchase value.
