Every board is having a Redressal of Grievance & complaint process and a separate forum to resolve such grievances. Make a complaint. Before that contact a local electrician and check for consumption and correct reading by using 100 watt bulb exclusively in one hour and note the reading in meter prior and after such exercise to get correct running of the meter. (Most of the time, this may be due to excess consumption over the limited/permitted consumption and rates jump to high levels if the consumption is more than average.)
