My MRO is not issuing Family Members certificate saying that it will be issued within one year from the date of death only as you have applied after 5 years. What should I do?

If it is beyond the limitaiton then the MRO cannot issue the certificate, you may have to approach court with a suit to declare the legal heirs of the deceased in a declaration suit.
