First class magistrate

Hi, 

We need to make correction in father's name on the 10th class  ICSE certificate .

 We already have the Notarized affidavit, newspaper publication copy.   We need an Affidavit signed by "First Class Magistrate"  May I know the cost  and the procedure for the same please?

Kindly help us at the earliest.
