Why the rider 'Diwali Days'. The offence is not lessened on festivals. It is an offence whether at home or at a public place. That is all.

my question was little specific whether playing cards in between family friends and relatives would be covered under gambling house or gambling at public place
in view of public gambling act 1867

The question of gambling house does not arise. The operative part is with "money stakes". That is enough to book the players under the gambling act whatever the place and whoever the players.
