is it possible to 'gift' a land to my 'friend'. if so, what is the legal provisions under property act.

Gifts that involve immovable property should be registered under the Transfer of Property Act. Stamp duty shall be payable based on the value of the gift.
I would suggest you download the format of gift deed from the web.
