Dear Experts,
In some of the houses, in the neighbourhood, the dogs are not chained and leaving the straying dog without their supervision around the dwelling house. Many times, the dog is in their respective house creates terrible havoc to the neighbours. On may occasions, there are dog bites. Adults as well as childrens are the victims. Though advised, the owners are not listening. How to tackle this situation? To whom we need to complain/address this problem. Can we take legal action against the owner for such things. Expert opinion is solicited.
