Does the Human Resource Manager have the authority to check and regulate on the Finance and Accounts Department?

If the HR personnel has a dual qualification of MPM ( Personnel Mgt.) and DBM ( diploma in business management) or Equivalent proficiency, then yes, she could regulate Finance Accounts dept too. Also, some HR officials are naturally intelligent in other Domains also, and could regulate.
