In India, the Union Minister of Science & Technology Mr.Sibal announced at meeting to draft legislation for Innovation Act.

The India Innovation Act is likely to be modeled on the lines of the ‘America Competes Act’,  to which focuses on three primary areas of importancemaintain and improve innovation in the US in the 21st century. These are: increasing research investment; strengthening education opportunities in science, technology, engineering, and mathematics from elementary through graduate school; and developing an innovation infrastructure.

It doesn't seem clear why a new law is required in this field.

 


The ends defined in the note could be taken care of by amending existing laws or by introducing policies.



 Patent Management Corporation is a glorified patent database. There is again no need to introduce a law for this purpose.







The proposal uses a lot of words, in the nature of rhetoric. I don't see any forceful argument in favour of such a law.
