The Indian Contract Act of 1872 does not describe an invitation to offer, which expresses a person's willingness to enter into an agreement negotiation and should not be mistaken with a proposal. In case of an invitation to offer, no specific party intends to enter into a contract. The seller may engage in a contract with whoever offers the best offer to him from the general public. So, the core of an invitation to offer is that the seller makes the offer.
Therefore, to answer your question precisely- an invitation to see an apartment for sale/rent is an invitation to offer as the offeror is expressing a willingness to enter into an agreement negotiation, and the seller may engage in a contract with the offeror if he likes the apartment.
