Is it legal to transfer flats on rectification deed?

Dear Sir,

I booked a flat in a wing of casabella (loadha group) in dombiwalli, mumbai.  It is registred in December 2010 in my name. They have scrapped that wing from their project however they are not revealing clearly, they are saying that it will indefinetly delayed. During they assured that they have permission upto 8th floor so i booked in 6th floor. But they had not any permission and so they have left that wing. Now from other buyers i got to know they are offering  option for transfer in some other wing. On inquiery they  are giving me two  odd options.  I am not so happy but can accept one of the offer but they want to rectify the deed of registration and ready to bear the cost of ractification. I want to ask whether it is legal to change the flat no. in rectification. Building name is same but the wing and flat no. is different. 

They are rectifying for same consideration value the offered flat has 2.5 lakhs less cost but they are saying that they will adljust in last. But i dont have trust on them.

Kindly give me the legal suggestion, how should i approach the consumer forum so that i can get justice?
