First of all divorce on Rs.100/- stamp is illegal, invalid.  Only civil court have got power to divorce.

Divorce is sign mutually under Islamic law (practising) in Front of 4 witness. Does it require notary registration. If yes in how many days it should be notarised.

may be you have taken divorce mutually under islamic law but no were in islamic law said that agter notary registration the process will be complete because islamic law is very old law and whereas notary is this century old and as per your islamic law by saying talak three times will be divorced

Three times Talak is already said by Husband. signing of Mutual agreement deed is only for avoiding any legal action in further marriage.
