Joining in forenoon / afternoon in the same day : does it matters

TWO PERSONS PROMOTED. IF THE FIRST PERSON(Assume A) IN PROMOTION LIST JOINS IN AFTERNOON, AND THE SECOND PERSON IN THE PROMOTION LIST(Assume B) JOINS IN FORENOON, OF THE SAME DAY, DOES IT MATTER ? IF SO, WHO WILL BE IN THE FIRST POSITION FOR NEXT PROMOTION. PLEASE INFORM ME ASAP.

Time is only not a criteria. But performance, discipline also taken into consideration for promotions.
