1. "Legal Heir Certificate" is NOT applicable for "immovable properties". Legal Heirs of "A" have to get "Letter of Administration" (LA) or "Probate" from testamentary division of relevant state High Court.
2. Court jurisdiction applicability shall be where the property is located in the District.

What is the case / suject for deciding legal heirship of deceased ?
Transfer of title (ownership) of the flat located at Z, would be jurisdictional court u/s 15 to 20 of the Code of Civil Procedure, 1908 , however, check with some local lawyer under Bombay Regulation Act as mentioned by you.

Hello,
In your case, you have to get a legal heirship certificate from a jurisdiction where the flat is located. If your flat is located in Mumbai then you will have to get a letter of administration.
