Land mutation issue in chhatishgarh

Hi Experts, I belong to Scheduled Tribe from Bihar, I have purchase land from Scheduled Tribe community of chhatishgarh, The Registration process was completed after verifying the caste certificate by magistrate. But, Tahshildar is not doing the Mutation and not issuing the ReenPustika. Is it possible that i can make my house on that land without any issue, or I am cheated by Broker. Is it possible to re-shell that land to any scheduled Tribes of Chhatishgarh Please reply Thanks Ajay
