leave and license

Hi all had a query , currently we have a house at gorai which we have rented.the society has levied 1 time charge (equal to 1 month's rent) as additional charge in maintenance Bill. This they have levied 2nd time in row . Though we have not paid the amount as the charges levied are not in accordance to society bylaws. the society is threatening that they won't all tenants in flat until these charges are paid .
What is way ahead in this.can we go ahead and file a complaint with society registrar.

Ps:we have paid all the maintenance and 10% of maintenance as non occupancy charges .

Thanks

You can approach Co. Op. Registrar against society for leving non-occupancy charges more than 10% of maintenance charges.
