Let the brothers collect the legal heir certificate for selling the property from the court.

if  the deceased is a state Govt employee, then Govt will issued survivorship certificate/ legal heir certificate, else the brothers have to give self declaration affidavit that they are the only legal heirs

Why   you want   to   get   certificate. You   can't. Only    the    deceased  brothers   can   get    the    certificate    from   court.
