Liability of capital gains on land acquisition compensation

My client has received land acqusition compensation from the Goverment for compusory acquistion of his land for public purpose. His compensation amount has been deducted by the authority in the name of the capital gains tax payble to the IT dept of the govt of India, which has also been deposited to the latter. Can i get a refund? If yes the procedure to be adopted. Plase answer my query on whether the above TDS has rightly been made. Whether owners of private land can be imposed capial gains tax on the compensation given to them on compulsory acquisition of their land for public purpose?

I think I have notification of central govt. regarding it. 
Additionally I have notification of Maharashtra Govt. on it.

Refund can be claimed from Income tax dept. + you need to take all necessary steps to avoid capital gain tax as per usual capital gain tax saving methods

New Act of Land acquisition makes compensaiton tax free but old act matters tds is deductable .
