Loss of original sale agreement by stamp office

I have submitted my original agreement with the Builder for Purchase of flat in mumbai to the Stamp office for Registration in the year 1998. However, I have not recevied the said documents duly stamped by the Stamp Office. I wrote a letter to the Mumbai Stamp office in the year 2010 asking about the matter. They replied me that the document has gone to Pune office for scanning purpose and yet not come back to them. They provided me the Outward No (PBBJ-600/87) & the List no (9/98) of the Document. On visit to Pune Stamp Office, I found that the document is not yet scanned. Even they could not locate the document  as all the agreements, except my agreement, of list (9/98) were scanned, stamped and sent to Mumbai Office.

It seems that the stamp office has lost my document & are avoiding to confirm this officially.

How can I take the legal action to get my document back. Please suggest

It seems that you have enough evidence of your search in govt. office for your documents. Go for Right To Information.

Submit an RTI asking :

1.Datewise information where the documents was sent? 

2. When you will recd your doc back? 

This two question is enough, you will receive your documents soon.
