A central government officer (scientific secretary)has verbally ordered his under officer to prepare a false transfer order and transferred an young engineer from Karnataka to Gujarat.in Gujarat there was no such vacancies related to the engineers qualifications.without the knowledge of fraud in his transfer the engineer resigned.the fraud is revealed through RTI after few months.what criminal action can be taken on scientific secretary.pls reply.
