You shall approach the municipal corporation authorities for the mutation of your flat.  You have to enclose a copy of your sale deed.

The mutation of property is not automatic after purchase of property. 

You have to submit an application to local revenue department along with requisite documents and other formalities,  after which the revenue authorities after verifying the details would approve the mutation request.

You may approach the local revenue department and pursue the matter.
