Kindly help me.
1. I obtained passport in May 2005 issued by RPO, Mumbai. I was staying in IIT Bombay since Jan 2002 and as such this passport has my HOSTEL ADDRESS.
2. I don't remember if I was asked any proof of my permanent address by RPO Mumbai in 2005. If so, I would have submitted it.
3. Now I need to change the address in Passport to my PERMANENT ADDRESS. Accordingly I approached RPO Hyderabad with supporting forms/documents but he refused to accept the form saying I should have submitted proof of permanent address to RPO Mumbai while applying for the passport (i.e., in 2005).

My questions are:
Q1. Is the Hyderabad RPO being correct in refusing to accept my application form for change of address because of reason stated in para 3 above?
Q2. Who should I approach for change of address in my Passport?
(Actually I am planning to file RTI application in RPO Hyderabad, but thought may be someone from legal community can help me out).
