Neighbour not allowing to construct boundary wall

In my place we are building compound . Neighbours are not allowing and have told to grampanchayat to issue notice to stop construction.we have all the documents.please tell how we can stop issue of notice.

why permission is needed because we have build in our own land.
after building grampanchayat want to issue notice.

injunction would not be issued on true owner or any legal construction.

we are the true owner.
we have the document from 1975.

so does grampanchayat have right to issue notice to stop work or they don't have right
