Neighbour's pet dog nuisance

What is the legal solution for my neighbour's pet dog is doing nuisance by shouting and biting all pedestrians.

Did you discuss the problem with owner of pet and other neighbours ?

If so, what is the response/ reaction of the owner and neighbours ?
