It depends on what type of shop you want to open. Opening a meat shop is a bit difficult thing to do. NOC is not required for you to open shop, however, you need to register your shop under the shops and establishment act, 1953. You will need to furnish these documents to register/license your shop.

ID Proof - Pan/Aadhar card, Passport etc, Photo of the owner, Rent Agreement ( In your owner case, Title deed)
