Can children screaming at a function after 10pm in a residential area be considered as noise pollution?

1. Screams /Shouting of Children may not attract "Noise Pollution" rules, BUT certainly attracts Criminal Prosecution for Intimidating, Nuisance, Negligence, Breach of Trust, etc...., against the Society Management, subject to various parameters and evidences.
