Notice under consumer protection act

Can a consumer serve notice to seller himself under Consumer Protection Act? Or only through an advocate?

It's  not mandatory  that notice to anyone be issued through  lawyer, it can be issued by Consumer himself.

If the consumer is having knowledge about the legal language to issue the legal notice and has expresses the facts as well as his grivances in the notice, he can very well issue a legal notice on his own.

Cnsumer forum is socail forum and consumer can file complaint and follow its case itself no need of lawyer

Anywhere, any case to fight for one's own case either to send a notice or to fight in a court of a lawyer is not necessary. But you cannot fight for another unless you are a lawyer.

I  agree. What is needed is a complete appreciation of facts and be able to allege the deficiencies and breaches that have happened .The notice can be issued by the Consumer himself.
