Old 50 rupee not accepted in government public transports

Hello Law experts,

Please feedback for the below scenario. Thanks in Advance

50 rs old note was refused by the government bus conductor, (and the note is very minorly damaged, according to me it is good only) .unfortunately I did  not have any other cash in hand, I had to get down the from the bus and took auto. Whether this activity is legal, can i file a complaint to transport department?
