Pagdi system room repairing rite

Dear Sir

We have purchase a house in jogeshwari 4 Months back it’s a pagdi system room we have paying him rent as well as the room is in our name now the question is that the house is in very bad condition we want to repair it but our landlord is not giving us permission saying that you can only repair it (Only make toilet since there is not toilet in house)You can’t even plaster the wall or you can’t even lift the house roof since the house is very deep (Below the actual height )we want to do the (Bharni )so that we could get level. But he is not giving permission we have already give him 10,000/-rs for making toilet. Is there any law that we can lift the height. Without his fear does he has so much right that we can do nothing .please give us legal advice ASAP.

 Waiting for your favorable response.

  Regards

If Landlord have room on first floor, and not residing there. To vacate tenant, he himself break  cement roof, to harass him,  this is same situation. BMC ask NOC of Owner, who refused to give. .

What can be done ??
