would like to know that whether any syncronisation has been made possible regarding devolution/transfer of financial powers to PRI's within the frame work of the constitution of India when there is a provision for union as well as state finance commissions?what is the legal regime for state finance commission & its recommendations regarding PRI's ? when the central grant can reach PRI's bypassing the state govt what can be the fiscal policy of the state govt which was empowered ina federal fabric to devolve finance powers to the PRI's?
